Dubai’s Advanced Framework Effectively Manages Weather Impacts

Dubai Municipality has efficiently navigated the challenges posed by the ‘Azm’ low-pressure weather system through a comprehensive and strategic operational approach. This response has ensured community safety, service continuity, and speedy recovery across the Emirate.

Integrated Operational System Showcases Crisis Management Prowess

Reflecting on the city’s advanced crisis and emergency management capabilities, Dubai’s actions underscore its global standing as a resilient city prepared for climate-related adversities. The unified operational system, supported by a robust workforce of approximately 3,500 personnel including supervisors, engineers, and specialized rescue teams, showcases the city’s preparedness. The operation was strengthened by a logistics fleet of over 1,210 machines and vehicles, including tankers, pumps, and cranes, facilitating a swift and coordinated response across impacted regions.

Efficient Communication and Problem Resolution

During the weather event, Dubai Municipality managed to handle 15,150 calls and 8,466 interactions via the smart ‘Faris’ system. Additionally, 4,325 reports across 249 areas were addressed, covering issues like water accumulation, fallen trees, and blocked drains. This highlights the operational efficiency and responsiveness of the municipality’s systems.

Robust Stormwater Infrastructure Performance

Dubai’s stormwater drainage system demonstrated its efficacy by managing 12.195 million cubic meters of rainwater. This included 7.362 million cubic meters processed by pumping stations, 4.833 million cubic meters through drainage tunnels, and 631,000 cubic meters transported by mobile tankers in 22,250 trips. The network’s over 124,000 drainage inlets and 47,000 inspection chambers collectively enabled the drainage of over 94% of the rainwater, reflecting the city’s investment in resilient infrastructure.

Phased Operational Plan Ensures Safety and Continuity

The municipality implemented a phased operational plan, beginning with pre-emptive readiness involving field team mobilization, equipment deployment, and infrastructure performance checks. The subsequent phase activated emergency response protocols to address water accumulations and ensured uninterrupted municipal services through strategic coordination. The final phase focused on recovery operations to restore normal conditions across the Emirate.

Leadership and Commitment to Infrastructure Advancement

Eng. Adel Mohammed Al Marzouqi, CEO of the Waste and Sewerage Agency at Dubai Municipality, emphasized the strength of their integrated operational model. He stated, “Our priority remains the safety, wellbeing, and quality of life of the community, supported by proactive planning and rapid response capabilities.” He further highlighted the commitment to advancing stormwater and wastewater infrastructure to uphold resilience and future readiness.

Maintaining Safety in Public Spaces

Dubai Municipality maintained high levels of operational readiness across public parks, beaches, and recreational facilities. Safety was prioritized through proactive inspections, temporary closures, and the deployment of around 1,000 personnel. Advanced technologies, including beach response vehicles, electric mobility units, drones, and automated monitoring solutions, enhanced response speed and situational awareness.

Rapid Recovery and Restoration Efforts

Following the weather event, rapid recovery measures were enacted, allowing beaches to reopen within 6 hours and public parks within 24 hours. Recovery operations involved the removal of 159 fallen trees, clearance of 1,130 cubic meters of water, and disposal of 12,250 kilograms of waste, ensuring public space restoration. The uninterrupted operation of wastewater and stormwater stations was also ensured, maintaining road safety and traffic flow.
