In the United Arab Emirates, pedestrian safety concerns have surged due to reckless e-scooter riding, as outlined in a recent study. The findings reveal that 93% of residents have witnessed unsafe e-scooter behavior, prompting calls for stricter regulations and safety measures.
Pedestrian Concerns and Observations
Pedestrians in Abu Dhabi have voiced increasing frustration over the hazardous behavior of e-scooter users. Many report instances of excessive speed, stunts on sidewalks, and scooters abandoned in inconvenient locations. These actions pose significant risks, particularly in crowded areas.

Residents like Umm Khalid highlight the dangers posed by silent, fast-moving scooters. “The lack of noise from these scooters means they can surprise you at any moment,” she said. Mohammed Ashraf added, “Teenagers racing on sidewalks show little regard for families with young children.”
Awad Hassan noted the issue of scooters being discarded carelessly, becoming obstacles on pathways and wheelchair ramps. Such behavior is especially problematic at night when visibility is low.
Study Findings on E-Scooter Safety
The study conducted by Al Wathba Insurance and the UAE Road Safety Platform surveyed 1,010 participants. It revealed that 90% observed e-scooter users without helmets, while 89% saw them riding in non-designated areas. Additionally, 88% noted underage riders, raising safety concerns.
Despite these risks, 60% of respondents acknowledged the convenience of e-scooters for transportation. However, 88% support the development of dedicated lanes and crossings to enhance safety. Notably, 81% reported seeing riders without lights at night.
Authorities Advocate for Safety Measures
Abu Dhabi Police emphasize the importance of safety gear, such as helmets and pads, and adherence to designated lanes. They advise against overtaking, stunt riding, and carrying passengers or heavy loads. Authorities stress that riders should avoid distractions like headphones and mobile phones.
Ensuring the functionality of brakes, tires, and lights before use is crucial for safety, according to officials. Compliance with these guidelines can significantly reduce accident risks.
Insurance and Liability Considerations
Insurance expert Bassam Jalmiran outlines the legal responsibilities of e-scooter users in accidents. If a rider causes injury, they are liable for damages. However, there is currently no mandatory third-party liability insurance for private e-scooter users in the UAE.
Jalmiran highlights the need for such insurance to protect pedestrians and other parties involved in accidents. While rental companies must have insurance, private users often bear financial responsibility for any incidents.
Future Directions for E-Scooter Regulation
To improve safety, the study suggests implementing mandatory insurance policies and enhancing infrastructure for e-scooters. This includes creating more dedicated lanes and enforcing stricter compliance with safety regulations.
